Roles and Rules for EAC Scheme Facilitation
This report focuses on the legislative requirements and opportunities that Lebanon could explore for the development of a functioning Energy Attribute Certificate (EAC) scheme. In deliverable 1, we argued that the creation of legislation is not a mandatory requirement for the development of an EAC scheme. This was based upon our analysis of existing schemes where there is sufficient use, activity, and national government support without direct government intervention or control of the system. This means that for the development of an EAC scheme in Lebanon, the creation of legislation is not a goal in and of itself, but rather a tool through which certain aspects of an EAC scheme can be embedded in national law and become the basis of further integration in the national electricity market. This document aims to provide a clear overview of the two most important aspects to consider when developing an EAC scheme: (i)The institutions needed to deliver the essential functions of an EAC scheme, and (ii) The processes and rules these institutions should establish and follow and how national authorities can play a constructive role in that development. The final chapter of the report suggests how an EAC scheme could be implemented in Lebanon and includes suggestions for government involvement.
